Hucu means command. It comes from Bahasa hukum and Arabic, Hindi, Urdu hukm, which mean law, command, ruling.  
Tai means lead, guide, like Mandarin dài.
Tar means regulate, government, inspired by Arabic and Hindi tartīb.

Here are other words with these roots:
antai = leader, to direct (action + lead), just like rastai = politics, politician (society + lead)
dohtar = regulation (enforcement + regulate), just like raitar = government (society + regulation)

Tel means image, like English television and its variants worldwide.
Lua means flow, inspired by Arabic lujja (deep flowing water).

Here are other words with these roots:
ciutel = image (creative products + image), just like witel = map (geography + image)
poilua = current (liquid + flow), just like wimlua = river (natural geography + flow)
